The Lincolnshire County Council Broadband Program (Contract 3) is currently in delivery of its final phase, which is expected to complete by January 2024.
Prior to the Contract 3 award, an Open Market Review (OMR) was undertaken which concluded on the 2 December 2018. The OMR consulted with the market to help define existing and planned coverage of NGA (capable of delivering download speeds of at least 30 Mbps) broadband within Lincolnshire and helped to define the Intervention Area for Contract 3.
The legal period in which the OMR is valid is 3 years. As this time frame has now lapsed, it is necessary to engage with the market to reassess the premises which remain within the Intervention Area which have not yet been planned or built. This will assure that the Lincolnshire Broadband Programme is not overbuilding premises which have received an NGA, or greater service commercially (or subsidised) from other providers in the intervening 3 year period.
Lincolnshire Broadband Programme will undertake a single public consultation of 4037 premises which are within, and form a subset of, the existing Contract 3 Intervention Area.
The total aid amount awarded under Contract 3 was £3.085m. The Lincolnshire Broadband Programme will not invest further funds, as all NGA broadband infrastructure necessary in Contract 3, will be delivered within existing contracted funding. The Lincolnshire Broadband Programme covers all of the county of Lincolnshire.
