Several things in that photo lead me to the conclusion that it is not as you possibly suggest a Midwife or Doctor as they would place a card in the windscreen stating such. Also I very much doubt indeed if a health visitor would actually leave such a narrow space between the drivers door and the house wall…..Why inconvenience themselves getting out of the car???
Not withstanding they would still have broken the law as laid down in the Highway Code, which has been my experience to discover that most people never again read after passing their driving test. If they had I’m sure they would have noticed the section on parking on double yellow lines, I can only assume that if they were in receipt of this knowledge the driver then made a decision to actively and knowingly break the law,
I made a decision to actively and knowingly point that out.
Double yellow lines are at time an inconvenience to us as drivers but are there for a very good reason.
Not so much me pointing out the negative as you imply but more me pointing out the blatantly obvious.
