Robert Foulkes (UKIP) has been elected to the Stamford North seat on Lincolnshire County Council following a by-election.
Grantham hopeful Mark Ashberry was second for Labour.
The seat had been vacant since the death of Lincolnshire Independent councillor John Hicks in October.
A total of 1,270 votes were cast and the turnout was 17.6 per cent:
Robert Foulkes (UKIP): 400
Mark Ashberry (Labour): 268
Harrish Bisnauthsing (Lib Dem): 142
Matthew Lee (Conservative): 261
Max Sawyer (Lincolnshire Independents): 199
Lincolnshire County Council has 77 elected members. There are now 35 Conservative, 12 Labour, 12 UK Independence Party, 8 Lincolnshire Independents, 3 Independence from Europe, 4 Liberal Democrat and 3 Independents.
