Executive to consider proposals for Household Waste Recycling Centres

Lincolnshire County Council’s Executive will next week consider a report setting out a number of recommendations aimed at improving the operation of Household Waste Recycling Centres (HWRCs) across the county.

The report, published as part of the Executive agenda for the meeting on Tuesday 14 July, outlines a range of proposals designed to help address increasing visitor numbers, reduce queuing and congestion, improve site safety, strengthen recycling performance and ensure the long-term sustainability of the service.

The report highlights that Lincolnshire’s HWRCs now receive an estimated 1.2 million visits each year and process around 66,700 tonnes of household waste, with visitor numbers and waste volumes continuing to increase. Feedback from more than 2,000 residents also identified queuing and traffic management as the main issues experienced when visiting the sites.

If approved, the recommendations would help to:


  • Reduce queuing and waiting times at Household Waste Recycling Centres.
  • Improve traffic flow both on-site and on surrounding roads.
  • Improve safety for residents, staff and site users.
  • Provide a more efficient and consistent visitor experience.
  • Support higher recycling rates by making it easier to separate and recover recyclable materials.
  • Ensure the service is better prepared to meet future demand.
  • Help deliver a more sustainable and cost-effective service for Lincolnshire residents.

The Executive will consider the recommendations at its meeting on Tuesday 14 July before making a decision. Should the recommendations be approved, further information about any proposed changes and their implementation will be shared with residents in due course.
