Reginald Frank Lovelock (1925-2016)
Aged 19, Mr Lovelock contracted polio and lost the use of his right arm.
Having taught himself to write left handed he went on to have a highly successful career in local government culminating in being appointed Director of Finance of North Kesteven District Council in 1973, a post he held until retirement in 1988.
He founded Lincolnshire Chief Financial Officers Association.
Billingborough-based, Mr Lovelock was councillor for the Toller Ward (covering the Folkingham and Billingborough area) between 1989 and 2011 and was elected chairman of South Kesteven District Council in 2000.
He was a longstanding member and past President of Sleaford Rotary Club and recipient of the Paul Harris Fellowship Award.
In addition, he was active in the community and trustee of many local charities, churchwarden of St Andrew’s, Billingborough for 43 years, clerk to Billingborough Parish Council for 55 years and a governor of three schools.
He was awarded an MBE in 2003 in recognition of his ‘services to local government and the community of Lincolnshire’.
Mr Lovelock was married to Joyce for 62 years
