I sincerely hope the driver of said vehicle that created the spillage will have been reported to the Police, and hopefully he will be charged for having an insecure load. He should also be made to pay for the clean up operation
If the bowser was at fault when he then could be charged with using a vehicle unchecked and not fit for purpose, either way he is responsible.
Can’t speak for anyone else but driving round the countryside is not a pleasant thing to do with all the crap that the Plough Jockeys drop on the roads off their trailers, do they clean it up? not a chance.
When they trim the hedges the bits of branches and such like are all over the road next thing you have a puncture, do they care????
